ODOP Processed Shrimp

West Godavari District is comprised of 20 Tahsils and aquaculture is one of the important primary sectors of the district comprising of 1, 20,000 acres includes freshwater fish, prawn and brackish water shrimp Culture. West Godavari district is a leading producer in fresh water prawn and shrimp in the Andhra Pradesh. The tahsil wise production details of fresh water prawn and shrimp are as follows:

  Processed Shrimp Details:

The processors, Exporters, Merchants and Traders will procure the cultured shrimp from the farmers and then process the shrimp into different products of processed shrimp. Among the processed shrimp products the following are manufacturing in West Godavari district and listed as follows:

Shrimp is one of the most commonly consumed types of shellfish. It’s quite nutritious and provides high amounts of certain nutrients, such as iodine, that aren’t abundant in many other foods. It’s high in cholesterol content. Shrimp has an impressive nutrition profile. It’s quite low in calories, providing only 84 calories in a 3-ounce serving. Additionally, the same serving size provides more than 9 different vitamins and minerals.

Shrimp is also one of the best food sources of iodine, an important mineral that many people are deficient in. Iodine is required for proper thyroid function and brain health. Shrimp is also a good source of omega-3 fatty acids.

Processed Shrimp Export Procedure:

The export procedure includes the following

  1. Prepare the Shrimp
  2. Develop an export plan

iii. Regularize documents

  1. Define the contract
  2. Complete additional payments and send the merchandise.
  3. Prepare the shrimp

The major steps involved in this are:-

  1. Purchase good quality shrimp (Accept cultured shrimps having MPEDA-PHT certificate for European Union and PET test report from EIA approved labs in case of USA. The physical and organoleptic properties also should be verified.

Once arrived at the Processing facility the steps involved are:

  1. Develop and export plan

Identify a potential market based on the demand, price, competition and quality specifications.

iii. Regularize documents

The exporter should be registered either as a Manufacturer/ Merchant/ Route through Merchant exporter with MPEDA

In the case of Manufacturer exporter the EU plant should be approved by EIA based on the recommendation of the Assessment of Panel of Experts (APE) comprising of members from EIA, MPEDA and CIFT for EU and in the case of non-EU plant the APE team comprises of members from EIA, MPEDA and SEAI.

Along with these documents, details of HACCP documentation and import security filing also required.

Buyer – Seller Meetings:

As a part of export promotion, The Marine Products Export Development Authority (MPEDA) and State Bank of India (SBI) jointly organized a Korean delegation to India from 07/08/2023 to 12/08/2023. The major objectives of the delegation to India was to explore  opportunities  for  Technology  Transfer  in  Value addition, explore Indian seafood market, Seaweed production and processing and explore opportunities for Joint venture with buy back arrangements. As part of this, representatives of 5 seafood trading companies visited Kakinada, Andrapradesh on 10/08/2023. The main objective of the visit to Kakinada was to familiarize the Korean buyers about India’s capability to produce and export high quality seafood especially shrimps to international markets. Accordingly in the programme, visit to a processing facility, visit to a shrimp farm and a buyer- seller meet was organized.

The entry of exporters to BSM was on first come first basis. There were total 18 Indian exporters participated in the buyer seller meet (List of exporters are attached as annexure 1). Before starting the BSM, Shri. P Anil Kumar, Joint Director (M), MPEDA briefed to buyers about the importance of Andrapradesh in Indian seafood Industry and the major products available from Andrapradesh. Likewise a briefing on the BSM procedure, about the buyers and the major products the buyers intended to buy etc. was given to the Indian exporters also.

The BSM was controlled by Dr.T. G Manoj Kumar, Deputy Director, SRD Bhimavaram, Dr. A. Ansar Ali, Deputy Director, RD, Chennai and Dr.A. Anandkumar, Junior Technical Officer, SRD, Bhimavaram. All the 18 exporters met the buyers they intended to meet and the BSM ended by 5.30pm. To know the effectiveness of the buyer seller meet, feedbacks were collected from the exporters with the help of printed questionnaire and also 30seconds to One minute video clipping also collected. The feedback from all the exporters about the BSM is taken. The common opinion from the exporters of Andhra Pradesh is that the BSM was very fruitful and they urged to conduct similar type of buyer seller meets with buyers from other countries in future.

Schemes:

Operational Guidelines for Implementation of Project on Pre-Processing plants in the state of Andhra Pradesh:

The Government of Andhra Pradesh has launched a dedicated programme to develop fish and fishery products value chain to enhance the domestic fish consumption within the state by utilizing minimum 30% of the fish and shrimp produced in the state. The government has planned to promote the aqua Pre-processing and processing units to strengthen the backward linkage for the retail market chain and to augment the forward linkages for the aqua farmers and fisherman to provide guaranteed market and remunerative prices mitigating the market price volatility and to avoid distressed sale.

 

Hence, Department of Fisheries, Government of Andhra Pradesh has taken up the initiative to develop aqua Pre-processing and processing units in the state. The processed items from the proposed units will cater not only to consumers of Andhra Pradesh but also the consumers of rest of the world. This will increase the states own consumption, apart from enhancing the capacity utilization of existing processing plants thereby continue to increase export volume and value.

 

Eligible Beneficiaries

Aqua Farmers Societies (AFSs) registered under any state cooperative acts/Fish Farmers Producer Organisations (FFPO).

Unit Cost and Pattern of Assistance

 

Unit cost shall be Rs 6.39 Crores for the proposed capacity of 500 Kg per hour shrimp processing and 700 Kg per hour fish processing.

  6. Consultancy Fee, taxes, statutory clearances, surveys, electricity connections, licenses etc.,
  7. Civil works not proposed in the Detailed Project Report.
  8. Working Capital and running costs
  9. Transport vehicles other than the Reefer/insulated trucks /vans/ refrigerated carrier
  10. Second hand/old machines
  11. Stationery items
  12. Plant & Machinery not directly related to pre-processing or storage infrastructure.
  13. Items which are not specified in the Detailed Project Report.

  1. Documents Required:
  2. Application in the prescribed format to be submitted by the applicant.
  3. Detail Project Report and the photocopies of the documents mentioned below:
  4. Certificate of Incorporation/registration of the AFS/FFPO
  5. Memorandum of Association, Articles of Association and Bye laws of the FFPO /AFS etc.
  6. Biodata / background of the office bearers / promoters of the AFS / FFPO
  7. Board resolution from the beneficiary for applying and availing scheme benefits (specifying the unit compulsorily).
  8. Self-attested copies of Aadhaar card of all directors of the beneficiary.
  9. PAN card, GST Number duly attested by director/chairman/competent authority.
  10. Bank account details of the beneficiary duly attested by director/chairman/competent authority.
  11. Land details of the project construction site including document for both own land/leased land. In case of leased land, beneficiary shall possess a registered lease agreement for a minimum period of 10 years.
  12. Sanction letter/Bank consent for term loan from bank/financial institutions, if applicable.
  13. Appraisal report from Bank/Financial Institution, if applicable.
  14. Blueprint of the building plan approval
  15. An affidavit/declaration duly executed on non-judicial stamp paper of Rs.100/- or more duly notarized by Notary Public affirming.
    • That the beneficiary has not availed any financial assistance for an Aqua pre-processing project in the past from any ministry of Central Govt./State Government for the same purpose/activity/same components.

Operational Guidelines for Implementation of Project on Processing plants in the state of Andhra Pradesh

 

Major objectives of the processing plants are: –

  • Processing units will procure fish/shrimp directly from the fish farmers / fishermen and FFPOs, AFS.
  • The Pre-processing units should be linked with the processing units for sourcing of semi-processed material.
  • During unfavorable situations such as price fall and pandemic etc., the units will purchase raw fish/shrimp at the price fixed by the govt. to avoid price loss by the farmers and to ensure remunerative price.
  • The processing plants will also create employment opportunities to marginalized women/men living in the vicinity of the Processing Unit.
  • The processing units will create link ups with the export houses/merchant exporters to sell the finished products for remunerative prices.
  • Processing of the fish and shrimp will reduce the post-harvest losses of aqua products and low-price realization of degraded products.

 

Eligible Beneficiaries

  13. Documents Required:
  14. Application in the prescribed format to be submitted by the applicant.
  15. Detail Project Report and the photocopies of the documents mentioned below:
  16. Certificate of Incorporation/registration of the AFS/FFPO
  17. Memorandum of Association, Articles of Association and Bye laws of the FFPO /AFS etc.
  18. Biodata / background of the office bearers / promoters of the AFS / FFPO
  19. Board resolution from the beneficiary for applying and availing scheme benefits (specifying the unit compulsorily).
  20. Self-attested copies of Aadhaar card of all directors of the beneficiary.
  21. PAN card, GST Number duly attested by director/chairman/competent authority.
  22. Bank account details of the beneficiary duly attested by director/chairman/competent authority.
  23. Land details of the project construction site including document for both own land/leased land. In case of leased land, beneficiary shall possess a registered lease agreement for a minimum period of 10 years.
  24. Sanction letter/Bank consent for term loan from bank/financial institutions, if applicable.
  25. Appraisal report from Bank/Financial Institution, if applicable.
  26. Blueprint of the building plan approval
  27. An affidavit/declaration duly executed on non-judicial stamp paper of Rs.100/- or more duly notarized by Notary Public affirming.
    1. That the beneficiary has not availed any financial assistance for an Aqua pre-processing project in the past from any ministry of Central Govt./State Government for the same purpose/activity/same components.

 

Committee for selection and monitoring of project:

The State Level Committee shall be the apex body for selection and monitoring of the project by the beneficiary. The composition of State Level Committee (SLC) is as follows:

103 members sanctioned KCC loans and issued the sanctioned letters to the beneficiaries through the Union Cabinet Minister.

  1. The following Grievances are received during the Sagaraparikrama Programme.

 

1 Trespassing of Tamilandu Mechanized  Boats into the Territiorial Waters of Prakasam District to solve the issue by preventing boats.
2 To enhance the subsidy 40% to 75%of engines, boats and nets.
3 To give subsidy Rs. 9/- per liter diesel oil to marine fishermen on par with state government.
4 Revolving fund to the Matsyamitra Groups.
5 Enhance the Government share GOI to construction of fishing harbor at Kothapatnam Village, Prakasam District.
6 Power Tariff of Aqua Farmers to implementation irrespective of aqua zone and non- aqua zone.
